 I could do the fallback icons if we want to do those (let's go with
 whatever's decided for core, see #26369), and I'll look into the menu
 toggle display issue tonight. I have no idea about the JS ones, but those
 are the most critical, perhaps @obenland can take a look? Or anyone else,
 feel free to jump in!
