 Tried again following @WraithKenny's steps and was able to reproduce.

 Starting with clean 3.5.2 and code snippet from above:

 * If I edit 'Sample Page' with meta and then update, the meta disappears.
 * If I create a new page and add meta before updating, the meta stays.
