 I would argue this isn't needed. While it might be nice parallelism,
 pretty much everything on `wp-admin/network/settings.php` is set-it-and-
 forget-it, not a page you need to go to often for management and
 administration (which you do with users, sites, themes, and plugins).

 A single site's snack menu only contains items under Appearance, also
 omitting Settings.
