Comment:

 Happened to me recently. Exactly the symptoms Opener describes. I think
 that could easily be a Chrome bug. Giving sidebar accordion a `z-index`
 seems to fix things for me.

 `.wp-full-overlay-sidebar .wp-full-overlay-sidebar-content { z-index: 1;
 }`

 Another user is reporting similar or same issue and is reporting that
 `WP_Customize_Image_Control` has something to do with it.
