The main concern for me has been plugins that restricts login or enhances
login security. These should ideally (?) be MU plugins, but I see no way
to force them to be.
May we maintain a list of plugins that has a special header, or has
registered themselves for such list, indicating it can't or shouldn't be
deactivated in "safe mode"? Or more generally, user could also be warned
when deactivating such plugins manually.
And when "safe mode" is active for a session, only users with the
"activate_plugins" capability should be allowed to log in.
