 At this point, it looks like it's time to merge WP_HTTP_Fsockopen and
 WP_HTTP_Streams, at an internal PHP level they're both using streams, and
 based on rmccue's investigations above should always be available.

 The attached patch was a first shot at bundling a root CA file for maximum
 support and fixing things such as comment:17:ticket:18577 and some of
 #16606
