 I agree, being able to order posts belonging to a term would be great
 functionality.

 The above discussion seems to indicate that the term_order column was
 intended for ordering terms associated with a post, not posts associate
 with a term though.

 I already use this column for ordering posts in a term which is fine for
 now unless WordPress core implements a UI that would interfere but
 allowing people to use it for ordering terms instead.
