Comment:

 This feels like refactoring for the sake of refactoring to me: see
 http://make.wordpress.org/core/2011/03/23/code-refactoring/

 We're no longer serving xhtml in the WordPress admin, having switched to
 HTML5 several versions back; with the work currently going on to modernize
 various admin components, we'll be moving further in that direction.
 Changes to validate against an older standard don't serve any purpose.
