 I see this too and have received a few reports of the same.

 > This Link To option eliminates the need for the Link URL box, unless the
 "Image HTML or URL" is used instead. Since it stays on the screen, it's
 confusing and technically broken.

 Seems like the two should be synced if both are retained. I can see
 keeping the one directly on the edit page with better copy. Like "Image
 click-through link".

 I prefer "click-through link".

 This confused me too. Better copy might suffice.
