 I think it's a good idea to remove "Add media" from formats that expects
 media to begin with. If you need all options, use the standard format. If
 you '''insist''' you can always change the post format to standard, add
 media, and change back to the desired format.

 It's important that post formats is not only used to get different styling
 that the theme may provide, but bears some semantics. Ad the formats
 should really be different, or else the whole thing is just nothing or, at
 best, some style.

 Ideally, gallery should also not have "Add media" on top of the content
 editor, but behave like the Image format, going directly to Create
 Gallery.
