 This may be the case, but there are some godforsaken ugly plugins out
 there which mean that wp_options ends up '000s of rows. In these
 situations this will help with performance.

 Also the maintenance of such an index is not placing a lot of burden on
 the DB. Overall this is reducing the work to deliver the page, that is
 what matters.
