Comment:

 I am not too concerned by this. IE10 on Win8 supports placeholders, all
 previous IE versions don't. We have the search icon to provide context for
 non-screen-readers and hidden labels for screen-readers.

 I'm not for a JS solution here and doubt there is much else we can do:
 Vote wontfix.
