 There are smarter ways to fight spam than CAPTCHAs, like
 [http://wordpress.org/extend/plugins/cookies-for-comments/ Cookies for
 Comments].

 Not all sites even have comments enabled, so they'll have no use for
 reCAPTCHA in core.
