Comment:

 It occurs to me that we need to hide the Customize button on the Welcome
 panel if it's not supported (such as no-js). [attachment:21368.16.1.no-
 customize.diff] is a first pass at hiding the button with the `hide-if-no-
 customize` class, although I'm sure the UI folks will want to find a way
 to more gracefully degrade that section.

 On a side note: As far as I can tell, the `no-customize-support` body
 class is set in admin-header by default and adjusted after the fact by
 `wp_customize_support_script()`, which `hide-if-no-customize` relies on.
 So I also adjusted the check in `admin-header.php`.
