Comment:

 I'm calling this fixed by [21913], If that doesn't fix it, nothing will.
 I've also done quite a few DB upgrade loops today and It hasn't got stuck
 in a loop once (I used to trigger it once in a while)

 Re-open if there's still reports of it.
