 If you want to set cookies during a remote HTTP request in WordPress, it's
 currently a rather pain in the ass to do.

 Rather than having to deal with `WP_HTTP_Cookie`, it'd be nice if you
 could just pass a `name => value` array and have the rest taken care for
 you behind the scenes.
