 Couple bug fixes in 21598.13.diff:

 - Removed pointer cursor for disabled buttons
 - Removed disabled :active, and :hover styles
 - Added button-small to theme and plugin upload buttons
 - Fixed search themes text box size to match button size
 - Fixed button height in IE7
