 Would like to see the following:

 * The button to use new built-in button gradients and just resize
 accordingly
 * Everything added to the `welcome_panel` action to be inside the wrapper
 markup (a couple of divs plus the dismiss link, I believe). Will probably
 need to do some `has_action()` checking there to conditionally output the
 wrapper, much like the screen options checkbox.
