Comment:

 Patch needs refresh, in particular to replace bumpbot's revision if it is
 present. Also, current_user_can( 'update_core' ) is a more specific check
 than is_super_admin(). I think you should also only get a revision if you
 are running a non-stable build. Easiest way to test that is look for the
 presence of a hyphen.
