 Hover... tough one. I agree that it is inconsistent as-is, but I worry
 that having the menus disappear on hover-off would be a bad user
 experience—the purpose of these menus is not really analogous to that of
 the existing menus, because they are meant to be informational more than
 navigational. How would you envision the hover behavior working, e.g. when
 somebody moves their cursor back down to the edit form?
