 Now that's the kind of holistic thinking I was hoping for. :)

 More thoughts:

 The current incarnation of pages actually contains two concepts:

 A) content pages = a standard, hierarchical custom post type

 End-users are free to create arbitrary content pages, with no additional
 code required.

 B) system pages

 Each system page incorporates specific functionality and requires a custom
 template and possibly other custom code.

 End-users can not create arbitrary system pages, because the value isn't
 in the content, but in the custom functionality.

 ***

 Custom page templates fall somewhere between A) and B); it's custom code,
 but it can be used for multiple content pages.
