 That outputs the big blob of help markup as a submenu. I introduced an
 'html_callback' meta arg to compliment 'html' because I was too lazy to
 change the help rendering to stuff everything in a var rather than output
 directly. Naturally, this looks completely awful, needs styling, and just
 might be silly.
