 Restore the 'allowed_themes' filter.

 This filter has wrapped the network-wide themes, outside of the network-
 wide
 allowed function (dating back to MU), hence the unusual placement. This
 restores
 previous behavior; we will introduce new filters to enable greater
 flexibility.
