Comment:

 Am facing this problem in wp V3.4.1
 The link looks likes something:-
 http://cats.eat.dogs.in.mars.com/wp-admin/edit-
 tags.php?taxonomy=post_tag&orderby=count&order=asc
 It is really strange that I cannot reproduce this on a freshly installed
 development site. But can easily see the issue on the production site.
 Will try to debug more when I have some free time.
