 [attachment:20469.default-comment-status.diff​] seems to work well, though
 I feel weird that it doesn't display the "Comments closed" message, if
 there already are comments posted, but the "Allow people to post comments
 on new articles" option is disabled. [attachment:20469.2.diff] works well.
