 [attachment:17590.2.patch] does a hierarchical check, as suggested during
 the [https://irclogs.wordpress.org/chanlog.php?channel=wordpress-
 dev&day=2012-10-25&sort=asc#m479836 bug scrub].

 `is_attachment()` was added in [10947] (for #9472), so I've kept it.
