 On further inspection, the issues is between <input class="button"> & <a
 class="button"> not primary and secondary buttons.

 21598-18.patch is my attempt get button heights to match up cross browser:

 Having line-height plus height may look odd, but it's the only way I've
 been able to figure out how to get this right cross browser.
