 - is a tad harder to see on the screen
 - leaves a dotted outline around the link on click in FF (while waiting
 for the page to refresh)

 - requires some JS to do it right
 - but is much easier to see
 - leaves no outline on click

 Neither approach should negatively affect users who aren't browsing by
 tabbing.  In my mind, it's just a matter of which options will serve users
 best.
