fixed in 21283.6.diff (and added a bit stronger box-shadow).

Would people using a screen reader get enough context there? Could there
not be a Heading at the top of the panel that says 'Theme Customizer
Options' that could get the focus?
In 21283.6.diff I also removed the top buttons, and on page load, forced
focus on the "You are previewing" div (and added aria-label="Theme
Customizer Options" to that div). Here's what it looks like now:
