 This patch hasn't been committed because it's still in progress, so you
 won't get it in the latest nightly. With lessbloat's latest patch applied
 (SVN talk), the focus is indeed inside the customizer, specifically on the
 Close button, and you can tab from there.

 [21283.5.diff] feels quite nice to me. Not sure how to feel about the
 visible repetition of the buttons at the bottom - might be something for
 Koop to weigh in on. There's a funny moment if you tab early (I think
 before load completes) where it will jump focus back to the close button.
 Only other real thing I noticed - the collapse toggle doesn't work,
 although it can be tabbed to.
