 Changes in  21283.4.diff:

 - Includes changes in  21283.3.diff
 - Adds cancel/save buttons at the bottom in addition to the top
 - Fixed "once the Save & Publish button becomes active after making a
 change, if you tab to it, you can't tab back out of it"
