 This ticket was reopened to discuss hook-ability, I hope it's OK to still
 comment on copy.

 "Discourage search engines from indexing this site"

 * The term "discourage" doesn't seem right for a setting. It's ambiguous
 about what the setting actually does, whereas something like "ask" that
 was suggested before is a more accurate description. Also, the note "it is
 up to search engines to honor your request" doesn't make as much sense in
 the context of "discourage".

 * "indexing this site" requires you to understand how search engines work.
 Something like "ask search engines to exclude your site from search
 results" might be less accurate but more helpful to users.

 It might even be worth considering something like "Ask Google, Bing and
 Yahoo to exclude your site from search results".
