 Can you describe the rest of the error? For what query is it failing,
 what's the backtrace and when exactly does it occur?

 These statements do not use IF NOT EXISTS because they go through
 dbDelta(), which handles various DB upgrades (new indexes, new or changed
 fields, new tables). These are not SQL statements that are directly and
 unconditionally run.
