 Because themers might want to target a specific IE version in their child
 theme or fork. And it shipped with them, so removing now could break
 things.

 Nacin usually handles that when pushing out new WP beta or RC or stable
 releases. Let's leave it out and let him bump it when the time comes. I
 think 1.1 will be bumped with the first 3.5 RC1 (or maybe the stable).
