 I'm confused, what is this ticket claiming is a bug in WordPress?

 It sounds like if there are any proposed changes here, it's definitely in
 the PHPMailer source code, which is a 3rd party library. This means any
 proposed changes need to be reported (and fixed) in an upstream release of
 [http://code.google.com/a/apache-extras.org/p/phpmailer/ PHPMailer].
