 I missed it in [22018], but there is a better API we can use here. With
 the customize loader script properly loaded and implemented, we can allow
 the customizer to open as an overlay over the page, rather than requiring
 it to open to customize.php. Also, rather than rewriting the link, we can
 simply print two different buttons — one if customize is enabled, one when
 it isn't.
