 I'm not sure we can just remove the customizer button itself.  Doing so
 leaves the "First, tweak the look of your site:" text which no longer
 really applies.  In 21368.16.2.no-customize.diff I moved the .hide-if-no-
 customize class up to the parent .welcome-panel-column div which removes
 the entire first column when .no-customize-support is set.  But that
 leaves a pretty noticeable gap to the right which isn't great.
