 Excellent start! This is much further along than I expected.

 If I read through it, I'm sure I'll have a lot of specific feedback, but
 I'll hold onto that for now until koopersmith and I can dig into and it
 and really go through it.

 Removing i18n-change as that only gets used once we hit string freeze,
 which will be sometime after RC1.
