Comment:

 Whether one or both is correct would depend on your style guide.  Since
 blogging is often synonymous with journalism, we should follow the
 convention of leaving "world" without an uppercase letter.

 Another reason to follow this convention is that the title is a complete
 sentence with a closing punctuation mark.

 If anything, I'd argue the text should be "Hello, world!"
