 In the scope of the discussion, are we also talking about letting themes
 be dependent on named plugins via a method in core?  I've seen
 http://tgmpluginactivation.com/ fill something of a need for that already
 -- but I see that as a much larger use case.  We could potentially
 abstract out a lot of functionality code from themes, and into plugins,
 and make them more interchangeable.  And the code to do it for both
 plugins and themes having the dependencies should cross-pollinate nicely.
