Comment:

 I want to revisit this in 3.6. I think I might finally rewrite ms-
 settings.php then, and I don't want an action to make it more difficult to
 basically start from scratch (because it is terrible). This can still be
 handled in some form in sunrise.php and through more hacky means, so I
 don't feel too bad about leaving it as is for now.
