New description:

 This seems to be a regression created in [22387] which fixed #14466.

 To reproduce, 1) Go to widgets.php in admin and and some widgets to some
 sidebar areas. 2) Refresh the screen and find multiple "Inactive Sidebars"
 at the bottom.

 My guess is that this has to do with the prefixes added to the widgets in
 the changeset mentioned above. I've no one's looked into it by tomorrow
 morning, I'll research and make a patch.
