Eventually, tabbing will return to the top anyway.
You are of course right that other screens involve a fair bit of tabbing
around to allow visiting all the necessary inputs etc that need attention.
My thoughts were simply on ease of use. To me it seems intuitive to put
buttons at the bottom of a series of input fields. But having the buttons
at the top is better than the whole thing not being accessible. Don't get
me wrong, I'm really pleased that the Theme Customizer has received the
attention it has got for this release and I'm looking forward to trying it
out - and yes (taking your point) in Dragon Naturally Speaking too as well
as with NVDA.
It would be interesting for Lessbloat to do some video tests with users of
AT in addition to the other ones.
