 Noting that this has been closed as fixed before debate has been had about
 positioning of the Save and Close buttons.

 The options are:
 * Leave positioning as now - ie at the top
 * Move buttons to bottom of Customizer 'sidebar'
 * Have two sets of buttons - at the top and the bottom

 From a usability and accessibility perspective I certainly favour the
 second or the third. If current status quo maintained then keyboard users
 (inc screen reader users) will need to reverse tab up through all the bits
 to get back to the Save button.

 When will I be able to see the 'finished' Theme Customizer and test for
 accessibility? I'm downloading the nightly builds but I'm guessing it's
 not in there yet?
