 If a theme (often a child theme) does not have a screenshot or
 description, you can still click the "You are now previewing" bit in the
 customizer, but nothing shows.

 Attached patch hides the arrows and prevents it from being "opened". It
 does not prevent clicking the section to accordion-close everything else.
