Comment:

 I agree with Toppa here.  Yes plugin devs should know this stuff, but
 terms like "activate" and "deactivate" for plugins should only be used
 when that is actually what's happening.  In this case it's not, so I can
 see how users (and even plugin devs) could easily be confused.
