 In IRC today I learned that SHORTINIT is rather arbitrary and will be
 deprecated eventually.

 The alternative nacin suggested was to populate $wp_filter before loading
 WP.

 This would require removing the `unset( $wp_filter );` line in wp-
 settings.php
