 Seems that the only way to consistently remove the scrollbar (including
 Opera) is to apply `padding-top` and `box-sizing` to the `html` element
 instead of `body.admin-bar`.

 [attachment:19196.3.patch] is an attempt to do that along the lines of
 `_admin_bar_bump_cb()`.
