Comment:

 koopersmith and I agreed in IRC to avoid the conditional from beyond. A
 patch just never made it here.

 It should be a simple `if ( get_theme_mod( 'background_image' ) ||
 get_theme_mod( 'background_color' ) )`

 But we should double-check the IRC logs to see if we missed something in
 our thought process.
