Please consider adding a "Are you sure you want to change your site
address, this can potentially make your site unavailable.". To the
settings for changing the Site URL or the Blog URL.
If somebody doesn't really know what he is doing, he will not feel very
good that his blog is unavailable after just some 'experimenting' in the
admin interface.
Maybe also some basic tests could be performed to check if the settings
could work before saving. I'm thinking about: check if that server exists,
check if it is pointing to the same install and maybe check if it is
running WordWress.
An other solution would be to include a link to 'Moving Wordpress' in the
codex.
